"Thank you, Mr President. I listened with interest to Mr Solana’s detailed speech, for which I thank him. It was a strong, interesting theme. I should like, if I may, to make a few comments.
First of all, Mr Solana emphasised that, as regards Kosovo, the EU cannot afford to fail in its own neighbourhood. I strongly agree and would put it like this: the EU must first show that it is able to solve problems in its close neighbourhood and that it is able to contribute towards the stability and prosperity of the surrounding region, and accordingly to show in practice that it is capable of achieving broader, global ambitions, failing which we are left with just empty words.
Secondly, as regards the US anti-missile bases, or in the case of the Czech Republic radar bases, the Czech Government yesterday agreed officially to launch negotiations with the USA on the construction of the radar base as a defence system. The Czech Government will of course willingly inform its colleagues and partners in the EU on progress in this matter but there can be no doubt that the ultimate decision lies with the Czech Government.
I firmly believe that when the base is operational, there will be greater security not only for Central Europe but also for Europe as a whole. We all know that this base is not targeted against Russia, and Russia is well aware of this too. That argument is therefore a red herring. I take the view that implementing this measure will also help strengthen transatlantic ties.
Naturally it will also lead to raising the Czech Republic’s and Poland’s international profile. I trust this is not something that would worry anyone. I should like to remind the House that the EU has its boundaries in terms of security and politics, and that it has in this instance run up against one of these boundaries. Thank you."@en1
