lpv:translated text	"The presence of the High Representative, Mr Solana, at the Arab League Summit is, in my view, a success in itself. This success comes at a special time, as the President-in-Office of the European Union told us yesterday, when the Union is seeking to consolidate itself internally by means of the constitutional debate and also, as Mr Solana has told us, to project itself externally by means of a visible and effective policy. In relation to the picture that Mr Solana has painted, I would like to make some comments and put a few questions with regard to the issues that he has raised. I believe that what he said about the government of national unity and the new situation in Palestine was very prudent, and that we should apply the evangelical maxim ‘you will know them by their fruits’ and not change the European Union’s attitude overnight, but remain open and attentive to what the new situation may bring. Beyond the issue of Kosovo and Serbia, Mr Solana, perhaps, in this debate on the prospects for the Common Foreign and Security Policy for the European Union, you could very briefly tell us a little about the European prospects of the Western Balkans. I know that we do not have too much time, but perhaps it would be good if you could say a little about this. With regard to the issue of the missile defence system, you have welcomed the talks that took place yesterday between President Bush and President Putin, and rather in view of the Union's lack of competences, which you have mentioned in this debate, it would be good to know whether the European Union is going to hold the kind of consultation that has taken place between Russia and the United States. If possible, I would also like you to tell us something about your view of the comments yesterday by the Kazakh minister, in the presence of the Community troika, to the effect that, if the West believes it can open up an energy corridor in the Caspian Sea without the agreement of Moscow and Tehran, it would involve huge complications. Finally, Mr President – and I shall end here – I would like to know when the guidelines for the negotiation of the association agreements with the Andean and Central American Communities are expected to be available, and whether the Council is going to invite Parliament to the next ministerial summit of the Rio Group, as it has done on other occasions, because no invitation has arrived yet."@en1
