"Mr President, I welcome the fact that the European Union is acting along the right lines by increasing the role of local authorities in our cooperation with individual countries, in particular with third countries. I am glad it is focusing on decentralisation of both cooperation and aid.
Local authorities play an important part in local and regional development, because they understand the needs of local communities, are locally based, and have usually been democratically elected. They play a particular role in combating poverty and inequality. Their role as institutions mainly involves issues related to education, health, the environment and entrepreneurship. It should be highlighted that they do not usually have enough financial resources at their disposal. This is true in particular for poverty-stricken regions with high unemployment rates.
These local authorities do not receive appropriate support from Member State’s budgets. Empowering local authorities to act in their own right in the framework of our development policy therefore deserves our full support both now and in the future. This is confirmed by our experience of cooperation with local authorities in Union countries, including my country – Poland."@en1
