It is clear that a genuine policy of cooperation with the Southern and Eastern Mediterranean countries is necessary in order to stem the migratory flows that Europe no longer has the means to accommodate, means that it has not had for a long time now. It is also clear that a reasonable trade policy can be mutually beneficial to both shores of the Mediterranean. This is not, however, what Mr Arif’s report is proposing, which is to do nothing more and nothing less than extend, to North Africa and to part of the Middle East, the European Union, its functions and its policies: integrated agricultural policy, free movement of people and goods and freedom of services, to name but a few areas. For what purpose? We do not really know, since a study quoted by Mr Arif himself envisages negative social and environmental repercussions in the short and medium term. It is therefore purely due to its free-trade ideology, and not in the interest of European Union countries, nor even in that of Mediterranean countries, that Parliament is supporting this project."@en1
