"Madam President, honourable Members, the large number of contributions to this debate shows how important the issue of voluntary modulation seems to be to all of you. I agree that the proposal on voluntary modulation has to be seen in the broader context, which is about the whole financing of the common agricultural policy in general and the rural development policy in particular.
Voluntary modulation certainly is not the best tool to achieve the strengthening of the second pillar. I agree on that. But as I have stressed during the debate today, efforts are being made to try and accommodate the concerns that have been raised in the European Parliament. These efforts will be pursued in the coming days and weeks, as I spelled out in my introduction. The Commission is prepared to make its bid to ensure that the result achieved takes into account as many of the concerns that have been raised as possible. I hope that we will be able to achieve a compromise."@en1
