"Last November the European Parliament rejected the proposal by the Commission of voluntary modulation of direct payments. Now we are here again, and have to confront a proposal we have already rejected once. However, we must vote against it not only because no substantial change has been made, but above all because several points of the proposal raise serious concerns.
First of all, because it leads to the cancellation of the common agricultural policy, given that it seeks to reduce the latter to the national level. Moreover, the various Member States would use this opportunity to different degrees, depending on their differing budgetary situations, and this would lead to serious distortion of competition. We cannot allow farmers, who are already struggling, to be disadvantaged as a result of certain Member States’ tighter budgets.
Naturally, we are all aware that regulation has to be harmonised with the agreement reached by the Council in 2005, but we need to examine every option carefully, in order to be able to change the regulations in a consistent and appropriate manner. Therefore, the report in its current state is unacceptable. We need to find a solution that will make farmers’ lives better, and not place them in a more difficult situation."@en1
