"I am grateful to the honourable Member for raising this, because it is fundamental to the confidence with which developing countries, particularly poorer, more needy developing countries, can approach their step-by-step integration to the international economy. I think rightly it will be a condition for their support for a final result – an outcome of these negotiations. So right from way back the Commission, on behalf of the European Union, has been pushing very strongly the case for aid for trade. I am glad to say that at the Hong Kong Ministerial, a clear commitment – independent of the single undertaking – was made and entered into. I hope others in the developed world will clearly be able to match what we are putting in order to make that programme and the resources that need to support it a reality. In this context, I would also emphasise the importance of duty-free, quota-free access to others’ markets by the least-developed countries in the WTO. This is a commitment that we have made of very long standing and which we want others, both in the developed world and amongst the emerging economies insofar as they are able, to match. A proportionate effort from these World Trade talks would make a very big difference to creating fairness and a proportionate benefit for those who need it most in the developing world."@en1
