"According to my information, the situation in Sweden has meant that performance is better now than it was, and that has been due to competition. Furthermore, the average price of mail (of which mail sent by consumers only represents a small part), including mail by business to consumers, has sharply decreased.
In the proposal we have put forward, there is a large menu of options allowed to Member States as to how they can deal with the universal service obligations. It will be noted that I made no change at all to the universal service obligation and have allowed the Member States a large menu of options as to how they go about financing it.
Our package should come as no surprise to anybody who has been following this debate, because this debate and the opening-up of the markets have been ongoing for 15 years, and this is the final step in that particular process."@en1
