"With a view to the Spring Summit, Mr President-in-Office of the Council, I believe that the speech this morning by Chancellor Merkel also relates fully to the March agenda. Following the Madrid meeting of the eighteen ‘Friends of the Constitution’, with the two who have said that they are going to ratify it and those who have yet to speak – their silence is deafening – I believe that it is important to support what the President-in-Office of the Council has said. I would like to make one comment however, and that is that if we have to do anything, we must use the pen more than the scissors, because to defend the substance alone is dangerous, particularly if we start pruning. I would like to say, from the point of view of democracy and of political action in the energy sector, with a view to the policies that we have to implement, that there is a significant danger attached to reducing, because, from a democratic point of view — and Parliament has a great interest here — we will move on from having thirty-five legal bases to acting with eighty-five, and that is of immense and decisive importance. Secondly, with regard to the Lisbon Strategy, I would like to introduce an element that has not been mentioned here, which is the successful conclusion of the Doha Round. We can talk about climate change, we can talk about energy and the social model, but if we do not achieve a positive conclusion in the Doha Round — which clearly cannot include these elements directly, elements that must be taken into account and placed on the agenda in our international relations — I believe that alone we will not be able to resolve problems that have a global dimension in the world. I believe that the European Union must implement an active policy that includes these elements, bearing in mind the importance of concluding the Doha Round, which is on the German Presidency’s agenda, but about which I believe too little is said."@en1
