"Mr President, I also wish to express my appreciation of the Finnish Presidency in just a few words. There have been quite a few speeches here appraising the term and its success. These are six-month presidencies, and as such they are perhaps difficult to judge purely quantitatively. Thinking qualitatively, however, I can say that Finland has done well in legislative projects and taken them forward. We made headway on REACH, the Services Directive, the seventh framework research programme, and so on. Let me say that, as a Finn, I have been especially happy that our ministers have been here on frequent occasions, in particular Minister Lehtomäki. This shows that Finland is keen to get to grips with these issues, become involved, and bring its own skills and know-how to joint European decision-making.
