"Mr President, during its presidential term, Finland promoted qualified majority decisions on third pillar issues by means of the
clauses. The historical notion that nations have had of right and wrong, however, is only written into national laws, and that constitutes the legitimacy of societies. EU laws are synthetic laws used in matters of justice for half a billion people. They are compromises which no one originally wanted. They eat away at the EU’s legitimacy, as does the Constitutional Treaty still under discussion, which requires unanimity for it to be adopted. It requires unanimity, and because that has not happened, it is defunct as a consequence. When it comes to the Constitution, Finland has acted as a minesweeper for Germany and the next presidency. Unfortunately, during its term the Finnish Presidency has not made the legitimacy of the EU any stronger in the eyes of its citizens. It has just photocopied the message of the elite to the people."@en1
