"Mr President, I would like to thank the House for this debate. We have now achieved a wonderful compromise and consensus, which is praiseworthy, particularly if this atmosphere can rub off on certain national parliaments. I do, however, have one doubt and one word of warning: the statements of some leaders contain a sort of intellectual blackmail which I do not like at all. Some of them say that institutional reform is a condition of further enlargement.
Let us not shut the door to the European Union, at least for countries such as Croatia and Macedonia, which are European countries, and make them wait until we have decided whether or not to carry out institutional reform. It is my firm conviction that this divisive issue should not be used as a pretext for refusing entry to countries that have already achieved a lot on the road to accession."@en1
