The decision to set up a Fund for the Union’s external borders is a timely one. Whilst it is true that the borders of each Member State fall exclusively under the competence of national sovereignty, it is also true that these borders are at the same time the external borders of the EU. There is therefore a duality that needs to be recognised and addressed accordingly. At a time of increased risk – be it the terrorist threat, illegal immigration or economic crime – the need to strengthen our borders is paramount, although this must not, let me state clearly, lead to high walls being erected around Europe or a fortress-continent being built. This is about sharing part of a burden the cost of which arises, in part, from belonging to the EU. It is the right thing to do. We hope, most importantly, that it will work efficiently."@en1
