"Mr President, it almost hurts to see the Finnish Presidency of the Council, still spending hours in this place, having now spent half a year sitting there, familiar with the mantras of politics and of its customary to-and-fro, sometimes listening, sometimes not, and sometimes hearing things when nothing has been said. I have a simple request to make of them, speaking as one who, like many millions of Europeans, is predisposed to look favourably on their country. I ask them to consider once more what, over this past six months, was, in their eyes, the main problem, one on which the Germans may perhaps be able to make progress, perhaps a word, a sentence, solidarity, the constitution, subsidiarity, or bureaucracy, but it should be brief and to the point. It should be a message. Perhaps that would help us make a little bit of progress."@en1
