". It is very important for the European Union to have a harmonised system for registering, authorising and controlling chemical substances. One Member State on its own cannot establish an effective system. This system must make it possible, on the one hand, to reduce the risks to our health and our environment, and, on the other hand, to promote innovation and support for economic activities that are non-polluting. The compromise voted on today successfully rises to the challenge of an ambitious piece of legislation, the principal aim of which is to create an effective system for protecting individuals, without hindering economic development."@en1
