"Following the reaffirmation of the commitment to full implementation of the Thessaloniki agenda and of the intention to honour the existing commitments made to the candidate and potential candidate countries with regard to future enlargement, we still have to ensure that the Union is able to function. By integrating new Member States, the Union has to face the consequent political, financial and institutional challenges it implies. The Treaty of Nice does not provide an adequate basis for further enlargements, whereas the constitution offers solutions to most of the reforms needed and constitutes a tangible expression of the deepening enlargement relationship. This is why it is necessary to settle the constitutional settlement before 2009 EP elections. Reforms are necessary before any further enlargement takes place. The enlargement process is a process that spreads democracy and wealth further across the European continent and beyond. We therefore bear a responsibility towards our neighbourhood and particularly towards candidate and potential candidate countries. Finally, while addressing the question of the Union's "absorption capacity", we share the point of view of the rapporteur who prefers the positive concept of "integration capacity"."@en1
