"Today the congratulations are ringing out particularly loudly for rapporteur Mrs Mitchell, who has achieved a good compromise after two years of negotiations with the Council over a very important matter. For the first time we have a definition of development policy that allows resources for the support of development cooperation to be directed only to those countries that are most in need of them. One fifth of the funds will go to the areas of healthcare and education, which is socially equitable support for countries trying to liberate themselves from the stranglehold of poverty, disease and inadequate education.
It is very important that Parliament will be able to exercise ongoing control and to have an effect on the allocation of funds. The compromise which is being worked out shows that this is essential.
I believe that developing countries will hail this constructive step of the European Parliament and the European Commission, which enables us to hope that the funding of EUR 17 billion will be allocated thoughtfully, with maximum benefit to people facing the greatest adversity. It is important to spread this news within European Union countries as well, particularly in the new Member States."@en1
