"Mr President, first of all I would like to pay tribute to Mr Sacconi, who did his utmost to come up with this good legislation. I started following the REACH debate as an Observer three years ago. It is more than encouraging to see that there has been an acceptable outcome to this long process. Coming from a new Member State, I am satisfied to see that my amendments have been built into the text. The Hungarian-British initiative should also be mentioned here as a relative success for my compatriots. Hopefully, Parliament and the Council will approve the final version in December, but it is not the end of the process. In seven years’ time the state of the legislation will be reviewed. It will be a good opportunity to involve the substances in the 1-10 tonne range in the chemical safety report in order to ensure the safe use of such substances, as I and other Socialist colleagues proposed earlier."@en1
