President, next year we shall celebrate the 50th anniversary of the Treaties of Rome. I believe that this will provide an ideal opportunity for considered reflection and debate on the future of the European Union. As we recall the fundamental principles underpinning the concept of integration we should be able to find the answer to key questions such as where Europe is headed and what the possibilities for future enlargement are. Our policy towards the Balkan states, Ukraine, Turkey and also Georgia and Moldova needs to be clearly defined. The Union should cooperate more closely with these countries and provide stronger support for the changes taking place within them.
The most important issue we have to deal with at present is internal reform of the Union, which involves strengthening the role of the European Parliament and improving the decision-making system. During the next six months under German Presidency we should also work on a solution to the future of the Constitutional Treaty and the issue of energy security."@en1
