"Mr President, if I might say something brief in Mrs Morgan’s direction, we would of course be delighted if Tony Blair were not only to fight but also to pay the bill. I believe, Commissioner, that this House has thrown a rock into your garden, and we now hope you will be able to do something with it. Quite apart from the Research Programme itself, we will also have to deal with the problem of having to weld it together with the CIP and with the financing instruments. We in this House have done something for which the Council had promised us additional financial aid; we have done it with money from the programme, and that was not an easy thing for us to do. We did it, though, because we think it right as part of an overall strategy. We have to say, bluntly, that we are now using money from the research programme to pay for the funding of innovation, and so we feel ourselves under an obligation. Parliament is still obliged to keep an eye on the risk sharing facility, in other words, we are not backing out; we will continue to support you, but – and I have to spell this out, since this was such a big thing for us to do – we will have to continue to maintain a watching brief on this matter. It is, then, a great success, but it is you who have the really big task of putting it all together."@en1
