"( ) I would like to express my appreciation of the fact that from the very beginning the Committee on Industry, Research and Energy has tried to adopt clear rules for participating in the 7th Framework Programme with as much transparency as possible. We have taken a similarly responsible approach in devising the simplest administrative procedures possible, with a view particularly to the small organisations that are participating in FP7. Most of the principles underpinning the rules of participation in Euratom are identical to the general rules applicable to the 7th Framework Programme. Given the time constraints, I am not going to dwell on the agreements already achieved. However, the Euratom implementation rules under the 7th Framework Programme have their own specific features, notably as regards research into controlled thermonuclear fusion. I appreciate the fact that in this Programme, too, we have been able to reach agreement, adopting several specific amendments that will be instrumental in implementing the ITER project more efficiently, as well as in funding a number of other initiatives that the European Fusion Development Agreement regards as priorities."@en1
