lpv:translated text	"Mr President, for millions of people who put themselves at risk in order to defend freedoms and human rights, what we are debating today is absolutely vital. The European Instrument for the Promotion of Democracy and Human Rights has above all been an achievement of this Parliament. It has not been an easy achievement. We have always argued that, if our foreign policy is genuinely going to incorporate the European Union's values, it must work expressly to promote the human rights that we all claim to defend. Now we have it; we have a valuable tool for defenders of human rights and all actors working to promote democracy, fundamental freedoms and justice to use. We now have our instrument. It contains a sufficiently full definition of the actors that can benefit from it, as Mrs Flautre has explained. So much so that there should be no justification for a battle that delays the implementation of this instrument, frustrating many expectations and hopes. We Socialists would also have preferred a clear inclusion of the concept of ‘conflict prevention’, because that is a prior condition for peace and democratic development. Nevertheless, for the sake of agreement and because it is necessary for the proposal to be approved, we accept the consensus reached with the Commission and the Council. My group will not therefore present any amendments. I hope that the Group of the European People’s Party (Christian Democrats) and European Democrats shows the same degree of responsibility. We must not let the main protagonists in this instrument down."@en1
