"Mr President, the outcome of the summit in Finland was not what it might have been. Our esteemed Russian partners would do well to learn the lesson of that experience. Russia and the European Union must recognise that this spells the end of a certain method of resolving issues between Moscow and the EU, and in particular between Moscow and some of the stronger and richer Member States. There can and must be an end to bilateral schemes between Russia and Germany, Russia and France or Russia and the United Kingdom and there must instead be honest debate with the European Union as a whole. The European Union also needs to learn from this experience. Any issues that might be an obstacle to inclusive agreements should be fully resolved in advance of such a summit. The Russian embargo on Polish meat was a case in point. The rest of the EU should not be surprised that Poland dug its heels in over this issue, which is of great importance to us. We saw it as a kind of litmus test not only of Russia’s intentions towards Poland, but also of the intentions of the other Member States towards our country. In conclusion, I would like to emphasise that we must never allow European solidarity to be an empty slogan."@en1
