"Mr President, what Parliament is endorsing today is a directive for lawyers and judges. It is the judges in Luxembourg who will determine what has been decided. The rules are very unclear. I tried in vain to remove the worst of the imprecision by means of three unambiguous amendments. 1. The Member States shall be able to require compliance with local agreements by all parties delivering services. 2. The Member States shall be able to decide for themselves which services are to be performed under the public aegis, and what is to be decided by the market. 3. The Member States shall also be able to levy VAT and taxes on services delivered from abroad. These are three important questions to which I have not received clear answers. The June Movement is in favour of there being a common market for services too, and we welcome, in particular, workers and companies from the new Member States, but Danish rates of pay must apply. Competition must not be on the basis of lower pay, more relaxed working conditions or lower rates of VAT and taxes."@en1
