"Mr President, climate change has become a more and more important issue over time, not only in internal debates in the European Union, but also in the Union’s relations with third countries, and it was, for example, significant that the subject of climate change was likewise highlighted in the ASEM Summit resolution. Similarly, climate policy will be on the agenda at the European Council held next spring.
The International Energy Agency has predicted that world energy consumption in the last 30 years would have grown by around a third if measures had not been taken to increase energy efficiency. That shows that such measures result in reduced growth in the use of energy, so it is important to put them into effect. As far as the Union is concerned, it still has to be said that there are major differences between the Member States regarding the extent to which measures to boost energy efficiency have or have not been taken."@en1
