". Mr President, whilst I should like to thank the Commission warmly for this communication, I have to start with somewhat more worrying observations. I deeply regret to have to say that a clear development standpoint is what is lacking in the Commission communication. I should like to remind you of the three objectives of the European Development Policy, as described in the Treaty, namely sustainable development, the fight against poverty and the gradual integration of the developing countries into the global economy. Although these deserve a special mention in the communication, they are not there. In addition, I should like to appeal to the Commission to tackle the problem of the relationship between other areas of policy and development policy more effectively. I am particularly thinking of the relationship with fisheries, trade and migration. This is an important criterion in order to be able to achieve our own development goals and also to make a meaningful contribution towards achieving the Millennium Development Goals which we all agreed upon. Finally, I am appealing to the Commission to include in the list of priorities communications in the following areas: the latest with regard to the EU’s contribution to the development goals; secondly, any headway made in European development policy with regard to the WTO’s development round, and thirdly, the implications of the Commission proposal on more highly educated immigrants on the brain drain in developing countries. Finally, particularly the absence of the Millennium Development Goals and the fight against poverty are striking and disappointing in the paragraph that describes Europe as a global partner."@en1
