"Mr President, I should firstly like to stress the importance of adopting Mr Mulder’s report, thereby giving assent to the Commission’s proposal to exempt Portugal from the requirement to cofinance the amount of EUR 320 million, in line with the December 2005 Financial Council Agreement.
My country, Portugal, faces known difficulties in meeting the unfair criteria of the Stability and Growth Pact, given the fragility of our economy and the accumulating social problems, especially in rural areas. Hence the importance of adopting this proposal.
As regards the Goepel report, I wish, secondly, to say that we are in favour of compulsory modulation, accompanied by capping and by the fair redistribution of these funds, and in the new Member States too. As previous speakers have said, this is not guaranteed in this Commission proposal. We therefore call on you, Commissioner, to reconsider your proposal."@en1
