"Mr President, I was particularly involved in this report in the Committee on Economic and Monetary Affairs, where Mr Langen was rapporteur, and I would congratulate both rapporteurs on the final result, although it is true that a certain amount is left to be desired. There is, as I see it, a clear correlation with the discussion we had about the services of general economic interest, on which we took a decision in the previous plenary part-session. In both cases, it was about the way in which decentralised authorities, service providers and citizens can be given more legal certainty, which can sometimes create conflict between the internal market rules, on the one hand, and the general interest which authorities need to serve on behalf of their citizens, on the other. It is often the case that the Court of Justice has to be called upon or that the Commission gives interpretations of its own. The important message in both those files has been that we, via the codecision procedure, really want to take political decisions in this area, and that it is also important that we ask the Commission, and really insist on this, to present legislative initiatives on which we can decide in codecision with this House and with the Member States and their parliaments. That is the principal message I should once again like to take to the Commission in connection with this report."@en1
