"Madam President, the Member States take decisions on whether to apply transition periods for new Member States regarding the free movement of the workforce. There were also Member States which applied a period of transition in the previous round of enlargement, but no longer do so in this new round. The reason is the perception that it is still better for a workforce to move within the framework of common European rules than create arrangements for derogations. As I said in my answer to a previous question, equal treatment of the workforce is very well regulated, but of course we have to pay more and more attention to implementation and supervision."@en1
