"Madam President, we are today discussing an Association Agreement with a country whose significance must be clear to everyone in this House. This is a country concerning which we have a great number of objections and reservations. There is no mistaking that Syria is directly or indirectly involved in the smuggling of weapons to terrorist organisations. There is no mistaking that Syria has close links to Iran. It is a fact that we have very serious concerns about the standard of Syria’s respect for human rights and civil rights. The question arises as to which instruments the European Parliament and the European Union should use. Will this agreement promote democracy? Will it make the instruments at our disposal for bringing pressure to bear on this government more efficient, or will it weaken our position? I believe that mutual understanding and the possibility of exerting pressure will strengthen our position and that the agreement in question should be supported. I believe this should be based on the premise that our stance and our opinion as the European Parliament requires respect for human rights and civil rights. This must be made abundantly clear at every opportunity. Ceasing to support terrorist activity has to be a .
