"Mr President, ladies and gentlemen, I speak on behalf of the new Italian Socialist Party. The tensions in the southern Caucasus serve only to strengthen the argument for the urgent opening of multilateral negotiations in order to find a solution to the issue of the territories of Abkhazia and South Ossetia. The conciliatory message that the European Union has recently sent to the Russian Federation regarding stepping up relations on various levels is not, and must not be, separate from an invitation to dialogue and to implementing all possible measures to try to resolve the worst crisis of the post-Soviet era without causing casualties. Mr Putin’s statements on the alleged preparation of a Georgian military intervention, as well as the embargo on agricultural products from Georgia and Moldova and the interruption of key services, from transport to banking, cannot fail to affect the Georgian people, whether those who have emigrated to Russia, of whom a large proportion has been undeservedly and forcibly repatriated over the last few days, or those who live in Georgian territory and are often economically dependent on family members who have emigrated. Europe must not confine itself to playing the role of arbiter in this matter."@en1
