"Mr President, I have voted against the amendments to the report on the Europe for Citizens Programme, because this programme, like its innumerable predecessors, is about as much use as sticking a plaster on a wooden leg. Attempts are made to bring the citizens closer to the European institutions, but these will never be successful as long as policies are being adopted which, in some areas, are diametrically opposed to what the majority of the people actually want. One example of this is enlargement policy, and, more specifically, the possible accession of Turkey. A programme such as Europe for Citizens can be credible only if the European Union does something about the democratic deficit and the lack of accountability towards the European citizens. What has now been approved by Parliament does nothing to change the essence of the problem, and is therefore yet another way of wasting money."@en1
