"Mr President, the Community Strategic Guidelines for cohesion is one of the most important documents for planning structural fund spending in the Member States of the European Union. This document outlines the main priorities for countries applying for cohesion fund aid between 2007 and 2013. The guidelines provide the basis each Member State needs in order to draw up a strategic frame of reference defining national development priorities. These guidelines will direct future cohesion policy measures towards improving competitiveness so as to foster economic and employment growth.
In order to achieve this objective, the European Union must primarily focus on knowledge, innovation and investment in human capital, as well as on work aimed at eradicating disparities between levels of development in particular regions. Making effective use of available funds is a key task and involves measures such as fostering public-private partnership programmes, especially at a local level. It is also extremely important to pay particular attention to the urban dimension, as it is in towns and conglomerations that problems such as crime, social exclusion, pollution or heavy traffic generally make themselves felt.
This House should be satisfied with the current version of the strategic guidelines. We can now only hope that the Member States will be able to effectively implement cohesion policy on the basis of these guidelines.
