"Mr President, the Commission’s White Paper on services of general interest is certainly necessary in order to create a common market. In the future, these services and the way in which they are provided should be more precisely defined. We should bear in mind that at the moment, the provision of these services is, to a large extent, based on solutions drawn up in individual states and national legislation. We can only include these services in common European regulations once we improve the system of services in the European Union. Further action should specify the legal status of services of general interest and of measures to protect consumer interests.
