"Mr President, this is not the first time we have dealt with the issue of North Korea, and unfortunately I have to say with regret that in recent years little has changed for the better in that country. Human rights continue to be violated on a large scale. Today we are debating the issue of refugees, who are forced by hunger and repression in their own country to take the most difficult decision in a person’s life, which is to flee their homeland, often risking their lives. Thailand in particular is becoming a transit centre for many of them, but the authorities there, who have good relations with Korea, wish to apply the law on illegal immigrants to these people, and indeed do so. I appeal to the government of Thailand, which is known for its hospitality, not to return these refugees to their homeland, thereby exposing them and their families to incommensurable persecution, but to send them to another country. Do not allow these people to fall prey to the regime."@en1
