"The June List deeply regrets the current situation in Lebanon. In a war, it is always the defenceless and the innocent who have to pay the highest price. The conflict in Lebanon is a text-book example of the way in which violence begets violence, and we strongly repudiate all forms of violence perpetrated by both sides. The report as a whole contains many sound proposals and ideas, but we believe that the UN should be the body with the highest authority in this area. The report also touches on a sensitive foreign policy issue about which the Member States’ governments disagree. We believe that it is up to the government of each Member State to adopt a position on this issue. We believe that the issue as a whole is one for the UN and not for the EU. The June List is therefore abstaining from voting."@en1
