"Mr President, if many of us see this moment as an opportunity for the European Union, it is not through Europeanist conviction, but rather through Europeanist conviction. Only when the European Union speaks and acts as one and in accordance with its weight in the world, and in accordance with its commitments, can it really be effective. If it does not do that, then it is not effective. We therefore have the historic obligation to make the most of this moment, using the instruments we have, though it is true that we do not have all the instruments we should have. This is a time for politics, for putting all of the European Union’s weight and moral authority behind the search for a solution that guarantees Israel’s security without its neighbours having to pay with their lives and their freedom. This is a time for European unity in order to demand an end to the occupation, in order to support the authority of the United Nations over the State of Israel as well, which, incidentally, owes its very existence to the United Nations. This is a time for united military action within UNIFIL, the legitimacy and political weight of which will increase if it becomes genuinely European, and the instruments are in place to make it so, without the need for a Constitution. Let us hope that a lasting peace can emerge from this miserable war."@en1
