". Mr President, the fact that this is a late night debate does not mean that we do not place great importance on this issue. The lateness of the hour is of no relevance here. We take note of, and indeed, we take into serious consideration Parliament’s position on this issue. I regret that we still cannot give a more definite position as to how we will proceed or be more specific, but we are now in the process of clarifying and determining what is to be done next and the Commission’s position on this. As I said earlier, we have Parliament’s position. My two colleagues and I will hold a debate on a joint paper within the Commission over the next few weeks and then we will consult with the Council. So, to take an optimistic view, I expect we will have a clearer picture by the end of this year. We will not be wasting any time, because we will know how to proceed by the time we finish the first part, which is the consumer so there will be no gap there. Once again, I can assure you that we will keep you informed of developments and discuss our future approach with you, once we have formulated it."@en1
