World conservation of certain bird species is affected by international trade. Such species could be proposed for listing under the CITES Convention, depending on the appendices. Trade for commercial purposes is then prohibited or regulated by a permit and monitoring system. There is a certain way of deciding this under the CITES provisions.
Species are only listed if specific conservation and trade criteria are fulfilled. Where these criteria are fulfilled, the Commission would support such listing. Any such listing is subject to a vote in CITES and the necessary majority might not always be attainable. We should remember that we must act in compliance with the law and meet our obligations under the CITES Convention and we cannot do otherwise if a vote is taken. Exporting countries are also involved and if we do not act in accordance with the law for a certain species, we may encounter problems for other species, such as reptiles or corals or other animals."@en1
