"Russia has realised that NGOs are the best way to influence public opinion. Such organisations and foundations have become quite common throughout the states of the former empire. By using its favourable situation in the global energy market, Russia is able to allocate more funds for propaganda campaigns. To this purpose, a special Euroregion Livonia-Baltic foundation has already been established with representative offices in Estonia, Latvia, Belarus and the Kaliningrad region. The official aims of this foundation include promoting business relations and cultural cooperation between the Baltic States, the Kaliningrad region, Belarus and Ukraine. However, the founders of the foundation initiated by Russia are already known for their blatant actions against the construction of spent-fuel storage facilities at the Ignalina Nuclear Power Plant. The EU, while encouraging democratic processes in the post-soviet countries, is jeopardising its initiative in the information war. I have already invited the European Parliament, and I am doing so again, to more actively promote the democratic process in the post-soviet countries and clearly express its opinion on the anti-western propaganda in the EU’s eastern neighbours."@en1
