"Mr President, ladies and gentlemen, the practice used by the CIA that is the subject of today’s discussion is part of an established tradition in US administrations, from the War of Secession onwards, through the genocide of the American Indians, to connivance with the Khmer Rouge in Cambodia.
The Fava report, substantiated by little evidence because of the obstacles put in the way of the committee by many EU governments, is not in itself sufficient to prove the political dependence of Europe. Nobody wants to protect terrorists and nobody wants to show out-and-out anti-Americanism, but we cannot help but acknowledge that there have been breaches of human rights and repeated violations of the sovereignty of Member States throughout the EU.
