"Mr President, following on from the Austrians, we now, with the Finns, have for the second time the Council Presidency occupied by a neutral EU Member State, or perhaps I should say a formally neutral EU Member State, for, when I look at the Finnish Presidency’s programme as regards foreign policy, and military policy in particular, things are exactly as they were, and, in some respects, even more so. With the official purpose of providing security for elections, 2 000 EU soldiers are to be deployed in the Congo, yet we know – and the German defence minister has himself said – what this is actually all about; it is actually all about safeguarding Germany’s and the EU's economic interests, and now – or so I see from the plan – the Sudan is the next country to get the treatment, this time with NATO involvement. The EU is constantly embarking on new military adventures, and that I do regard as fatal. The ‘battle group’ is to be put into service during the Finnish Presidency – something I regard as problematic – and, lamentably, we are still pushing the constitutional treaty even though it has been pronounced dead. Why do we not, at long last, give up on it? I would urge you to do an about-turn, and commit yourself to a truly civilian Europe, with no more billions of taxpayers’ money being spent on militarisation, and to act like a state that really is neutral."@en1
