". I can, today, give only a report on the general mood as regards the specific requirements. The main thing that came out of the Council’s general debate was that the environment ministers unanimously welcomed the proposal for a drastic reduction in the particulate limit values for private diesel vehicles to 5mg per kilometre, whilst the Commission’s 20% reduction in NOx limit values was regarded as inadequate. Such is the present state of the debate, which we will continue in June. A broad majority of the Member States has already expressed itself in favour of a second stage of reduction in NOx for Euro 6, that is to say, of taking a more ambitious approach to NOx reduction – which we see as having gone a very long way as regards particulate threshold values – along with a vision for even now guaranteeing industry the security to plan ahead even beyond Euro 5, which means, then, not adopting Euro 5 right now, irrespective of the details of the limit values, and then embarking on the next debate in two or three years’ time. Over and above that, we must give industry a signal as to how things are to go in the future, and I see that – which is the approach we want to take – as a sensible thing to do."@en1
