"Let me be clear. For me, both Romania and Bulgaria and for that matter, Turkey, could meet the criteria for membership of the EU. What concerns me is that the former two still have some way to go, in my opinion, before they can join the Union. There are problems with corruption and the rule of law. It is important for both countries to continue to consolidate the ongoing reform of their justice systems, enhancing transparency, efficiency and the impartiality of their judiciary. With Bulgaria, we also have continued widespread discrimination against the Roma community in housing, healthcare, education and employment. They suffer from social exclusion. I realise that on the basis of Parliament's position, we can only delay membership from 2007 to 2008. At the moment, given the opportunity, I would have to vote to postpone Bulgaria's membership, and would have to consider my position carefully with respect to Romania."@en1
