lpv:translated text	"Mr President, the Council’s draft conclusions begin with the title ‘Europe listens’. The question is whether that is true. The EU might listen, but is it concerned about what people are actually saying? A year ago, the referendums in the Netherlands and France sent clear messages to the EU. The draft Constitution was rejected by large majorities. If the EU had listened, that decision would have been respected. Instead, what was referred to as a period of reflection was introduced, with the unexpressed but clear aim of having the same Constitution smuggled in later, notwithstanding the will of the people. Now, debate and reflection have been announced, but a debate aimed only at having the same Constitution dusted off later is meaningless. All the answers to emerge from such a debate are provided in advance. Such a period of reflection is in danger of turning into manipulation rather than genuine democratic debate. If the desire is for an open debate on the EU’s future, the democratic ground rules must be respected, and it must be made clear that the Constitution has been rejected once and for all."@en1
