"Mr President, the directives of the European Parliament and of the Council on the assessment and management of floods relate to phenomena that have been known for centuries. The flow of water changes as a result of the regulation of rivers, farming, the felling and disappearance of forests, and therefore training on how to react in the event of floods is needed to limit the effects and the threats. In places where dykes, embankments and polders have been built and there are no obstructions to the flow of water, far less damage was suffered during the ‘flood of the century’. Their roads were not destroyed, because they have large culverts and high bridges. The programmes for counteracting floods at the level of catchment areas within municipalities, districts and regions of the European Union need to be carried out with a great deal of imagination and make use of existing experience.
