"Mr President, I would like to draw the House’s attention to a grave problem that is currently emerging in some EU Member States, and which constitutes a threat to fundamental rights, freedoms and civil liberties. We in the European Parliament cannot idly stand by and watch as restrictions are imposed on democracy, on the right of European citizens to express their own opinions and on freedom of assembly. This threat is all the more menacing when representatives of governments consent to violations of citizens’ rights, as is unfortunately the case at present in my own country, Poland. We need to be alert to such situations and to react effectively in cases where a Member State violates basic principles that are a criterion for membership of the European Union. Violating citizen’s rights is not an internal affair of Member States. The response to such situations must not be silence, but immediate action. This is what all citizens of a democratic organisation such as the European Union expect of the European Council."@en1
