"Mr President, since the 1993 Copenhagen Declaration, the enforcement of minority rights has become one of the accession criteria. There is a great discrepancy between minority protection systems in the ten new and the fifteen old Member States. While all ten new Member States ratified the two legally binding minority protection documents of the Council of Europe, the Language Charter and the Framework Convention for the Protection of National Minorities, three of the old Member States, namely France, Belgium and Greece, have not done so as yet. Old Member States ought to catch up with the new Member States in respect of minority protection. It is typical that regional and minority languages have been completely left out of the Mavrommatis report concerning multilingualism, recently adopted by the European Parliament. It is typical that the minority pages have been completely left out of the D Plan launched by the European Commission to regain the trust of European Union citizens, while every seventh European citizen speaks a minority language."@en1
