". Natural disasters are crises that may strike at any given moment, and without prior warning. For this reason, prevention measures must be taken. Disasters of this nature that my country and other EU Member States have suffered lead me to join the rapporteur in calling for effective prevention measures, such as technological research and development and the establishment of a European Monitoring Centre for Drought and Desertification. This kind of phenomenon has a serious impact on the lives of the communities affected for an indefinite period. It is for this reason that the Solidarity Fund should include extreme drought in its instruments, and should take account of the necessary civil protection aspects. In this regard, it is vital to raise awareness among the communities involved. Furthermore, the Member States must show mutual solidarity in order to act and to combat these events and the serious repercussions that they engender in the living conditions of the people affected, if necessary with joint resources. I therefore voted in favour of the Estrela report."@en1
