Mr President, Commissioner, Mr Winkler, the European Neighbourhood and Partnership Instrument simplifies the European Union's external aid and strengthens cooperation with our neighbours, and that is a good thing. Nevertheless, we must be prudent with regard to the funding we grant to the neighbourhood policy. We need to bear in mind the differences between our neighbours to the East and those to the South, and the fact that reforms are being implemented at variable speeds. Let us ensure that European financial aid remains stable and, in particular, that it continues to be divided as at present. I am thinking here of our neighbours in the Mediterranean, who, as part of the Barcelona process, have a particular relationship with the European Union. We need to show and prove that our partnership continues to be a high priority, by increasing our political, economic and cultural cooperation."@en1
